Lapscarves date back to the 1940's -  then called "lap covers".   Do you recall how  the early mothers of the churches took great care in ensuring that you were modest - especially if you intended to sit in the first three rows of the church? Lapscarves became the method of etiquette back in the day.  In this day, the lapscarve has also  become something of a fashion statement for the more elegantly dressed. It also maintains the standard of  church etiquette.
